Educational facilities maintenance, operations, and grounds departments are charged with the daily and long-term care of campus spaces.
Facility-Related Contracts Available Through APPA/E&I Partnership
APPA and E&I Cooperative Purchasing have teamed up to help increase the time and cost savings available to our members. We’ve created a Facilities Strategy Team that has been hard at work preparing and reviewing RFPs for the particular commodity areas that are most important to you. All of this information, including specific details about the contract savings available, is just a click away. The APPA website has been enhanced to include important information about our work with E&I, and how this relationship benefits you.

Maintenance Staffing Guidelines Spreadsheets
Based on APPA's publication, Maintenance Staffing Guidelines for Educational Facilities, the following institutions have created spreadsheet tools to share with their colleagues. "It works, and it uses the APPA staffing guidelines. You need to know your total SF in each of the 4 areas taken from the APPA Guidelines and input them. The tool then gives you the percentages, then you need to tweak your Adjustment Factors. When you hit the selection button (sheet two), you will see a scroll-down feature to the right that allows you to put in your adjustment factors. You can finetune these adjustment factors on sheet three. Below this on sheet two, you can put in your average labor cost, overhead, etc. It will do the rest."

"This is designed to work with our budget request system, so there's a 'surprise' tab, but it allows for the inclusion of some administrative and other costs. Also, it's designed for Level 3 only."
Lifecycle Glossary & Definition
To standardize industry definitions, APPA joined with the Federal Facilities Council, Holder Construction Company, International Facility Management Association, and National Association of State Facilities Administrators to produce Asset Lifecycle Model for Total Cost of Ownership Management: Framework, Glossary & Definitions. The Asset Lifecycle Model has its foundation in the activities that occur over the lifetime of a physical asset - programming, design, construction, operations, maintenance, repairs, and utilization - and the core skills or competencies required perform these activities. This important effort formed the basis for breakthrough work on APPA's Facilities Performance Indicators survey and report, and in research and publications throughout the industry.
Self-Analysis Tools & Benchmarks
APPA's annual Facilities Performance Indicators survey and report (FPI) is a comprehensive collection of facilities-related operational costs and personnel information, strategic financial measures, and much more. The resulting FPI reports are Web-based and include numerous charts, dashboard gauges, a peer-comparison feature, trending reports, and a searchable database. Participating institutions use the corresponding report as a robust benchmarking and cohort comparison tool.
The Custodial Operations Self-Analysis Program is a self-analysis tool based on APPA's popular publication, Custodial Staffing Guidelines for Educational Facilities. Completing this simple checklist will give you a better understanding of your custodial costs and staffing levels. Included are descriptions of the five levels of clean, staffing service levels for 33 room categories, and much more.
